President Benigno Noynoy Aquino III has approved a Commission on Elections (Comelec) resolution that seeks for a special holiday. PNOY has declared Wednesday, October 27, 2010, as a special non-working holiday for selected barangays, to pave the way for the holding of Barangay and Sangguniang Kabataan (SK) elections.

Executive Secretary Paquito Ochoa announced today that October 27 is a holiday but not for all.

The Comelec will release the list barangays where the holiday will be declared. There were 2,341 barangays who were not able to hold elections on Monday, October 26, 2010 due to the late delivery of election paraphernalia. The Bicol region has the most number of barangays, 1,836, where elections were deferred. According to the COMELEC, the postponement of elections in certain areas has affected 1.86 million registered voters.
